Renting a Boat in Naples, FL: Boater ID & Age Rules (2026)

Florida boater-education rules for renting a boat in Naples, including who born on or after January 1, 1988 needs a card.

Who needs a card

Florida Statute 327.395 is the boater-education law. Anyone born on or after January 1, 1988, who operates a vessel of 10 horsepower or more, needs a boater safety identification card or another exemption the statute lists. A visitor can often get a temporary certificate instead of the full course. The place that explains the current options is the FWC boating safety education page. Read it the week you travel. A blog summary goes stale when the state changes the temporary-card process.

The test is the operator, not the passenger. If you were born in 1990 and your parent was born in 1965, the parent can be the person who signs and drives, if the livery accepts that and the parent stays at the helm. If you were born in 1988 or later and you are the one driving, the card is yours to show. "We will be careful" is not an exemption. Ten horsepower is a small outboard. Almost every rental you actually want is over that line.

Age is a second rule, and it is the rental company's rule, not the statute. Port O'Call Marina, at 550 Port O Call Way, publishes that the renter must be 26 or older. That is on their rental page and on the rentals and cruises table: 2 hours $174, 4 hours $274, 8 hours $374, plus tax, fuel, and optional insurance, for a deck boat that seats 8 or a tritoon that seats 12. Children 6 and under wear a life vest. Anyone born on or after January 1, 1988, needs the Florida boater safety card. Those two sentences are doing different jobs. Twenty-six is the livery. 1988 is the state.

What the Naples liveries check

Marina Mike's, Pure Florida, and Naples Bay Resort all rent boats on this harbor. Their checkout is a contract: a license or the safety card, a damage deposit, a briefing on where the boat may go, and a signature. This page does not invent a minimum age for Marina Mike's or Naples Bay Resort, because those floors were not on a page we could quote the way Port O'Call's 26 is quoted. Ask when you book. Pure Florida's rental page is purefl.com/boat-rentals. Marina Mike's site is marinamikes.com. Naples Bay Resort is naplesbayresort.com.

Port O'Call's boats are not permitted in the Gulf of Mexico. That is the sentence that saves a rental from Gordon Pass on a bad tide. You can still get in trouble in the bay. The Gordon River, Naples Bay, and the bridges between them are full of idle-speed and slow-speed zones, many of them manatee zones. The sign is the rule. A no-wake zone under a bridge is not a suggestion because you are late. FWC's manatee pages explain why the propellers matter. A winter manatee in Henderson Creek does not dodge a rental that is "just cutting through."

A temporary certificate has to be in the operator's possession. A photo of a friend's card is not the card. If the FWC process gives you a printable temporary certificate, print it or have it on the phone in the form they accept, and show it at checkout. Do this before you fly. The morning of the rental is a bad time to discover the course is longer than the gap before your departure.

Where you may take the boat

The ramp and marina guide is the map of launches. A rental from Port O'Call is not a trailer you can put in at Caxambas. It leaves that marina and it stays where the contract says. Keewaydin looks close. The rental page does not include a beach landing, and the boats are barred from the Gulf. A captained trip is how you actually get off on the island. Prices are on the Keewaydin guide. Anchoring, if you are in your own boat and not a rental, is the anchoring map.

Idle speed means the boat is settled in the water, not "slower than I was going." If you are throwing a wake in a posted zone, you are not at idle. Bridges on the Gordon River and in Naples Bay are the common tickets. The city does not need a blog to enforce them. The marine patrol does.

Fuel and insurance are extra on the Port O'Call card. Optional insurance is optional until the prop hits a crab trap or a sandbar. Read what the deposit covers. A bareboat-style rental is still your driving. The 6-pack versus inspected boat page is the other choice: pay a captain, and the education card is the captain's license, not yours. That is the right product if nobody in the group was born before 1988 and nobody wants to learn the passes in a weekend.

A practical checkout list

Bring the operator's photo identification and the safety card or temporary certificate. Bring a second adult who can drive if the first one gets tired, and make sure that person is legal too. Tell the livery how many children are aboard and what ages. Life jackets are not theoretical on a boat that seats twelve and is going to be in a weekend channel.

Ask, out loud, where the boat is forbidden. Write the answer on the contract if it is not already there. "Not in the Gulf" is a complete answer. "Use your judgment at Gordon Pass" is not, if the contract already forbids the Gulf. Ask what time the boat is due back. A late return on a Saturday is the next renter's problem and your extra-hour fee.

Tides still apply. A rental that draws more water than you think will touch at low tide in the back bays. NOAA 8725110 is the Naples tide. The wind pattern for the month is beach conditions. If a small-craft advisory is up, a rental does not get a special exemption, and a responsible livery will not hand you the keys for a Gulf run they already prohibit.

Fishing from a rental is a separate license question. The charter license that covers customers on a hired boat does not cover your rental. Read FWC recreational rules if someone is bringing a rod. The fishing calendar is the species. The charter prices are the alternative if you would rather not be the person who needs the card.

Frequently Asked Questions

If you were born on or after January 1, 1988, and you will operate a boat of 10 horsepower or more, Florida requires a boater safety identification card or a legal exemption, often a temporary certificate for visitors. Someone born before 1988 can be the operator. The livery also sets a minimum age. Port O'Call's is 26.
No. The card is the education requirement. Port O'Call's rental contract says those boats are not permitted in the Gulf. The contract is the boundary.
The operator is the person who needs the card. If you will take a turn at the wheel, you are the operator for that turn and you need to be legal.
